They tell you in the books and series how out of character it is for him.

One thing that I wonder about. When Robert is dying, if Ned knows that Jon Snow is the true heir to the throne, why not bring it up then? Go to the wall, and bring everyone the true King. It's not like it would have been any less popular with people than Stannis.
