Here's what I'm planning ...

1. A toggle button at the bottom of the page for Light/Dark
2. That toggle button sets a cookie with the saved preference
3. The system detects the saved preference from the cookie on all subsequent pageloads, so 'dark' or 'light' is the default - this prevents a splash of the wrong one before it changes
