with the majority of the population against what he's advocating I'm guessing he's expecting them to vote No.

I'm really gobsmacked by a couple of things about this.
The rank political cowardice Present in some. The incredible hypocrisy of others. And the American people. The fact that we can't seem to distinguish between Cheney invading Middle Eastern Countries and Clinton lobbing tomahawks from hundreds of miles away.
