I saw that and I actually dislike that rule.

Since Matthews committed a penalty first then SF responded, Matthews' yardage should have been enforced first, thereby giving SF a first down. Of course, they would have had a net loss of 13 yards that way since the first penalty would have been half the distance to the goal.
