we were likely going to lob some cruise missiles at some chemical weapons launch sites (not even the storage sites). The launch sites, I assume, are long gone. The effect of these strikes was going to be pathetically ineffective and we couldn't even get those.
What Assad has to fear over these strikes is beyond me. But it does appear that they were concerned that they were going to happen.
