Yup. When they do things like this and keep it a secret it looks bad and gets people wondering what's going on.

They don't really keep track of you or your car for long and they have no way of knowing who you are since your info is scrambled but people don't know that if you don't tell them. They just start to think that you're tracking their every movement around the city and then they freak out about it.
It's okay to be honest with the public sometimes. :-)
