I agree there's a lot, which is why focusing on the tools used first makes so much sense.

There are huge numbers of things we deem dangerous to individuals that we either don't permit at all or limit availability even though they may have legitimate uses if used properly. Hell, you can't buy spray paint in the city of Chicago because it's used for grafitti. You can't get sudafed over the counter because it can be used to make meth. But guns? Free for all. Personally I'd like a complete ban, but in the absence of that there are a number of very reasonable steps that can be taken that would at least help (though not solve completely) these issues.
