I don't see how you can make that argument. You honestly think that untrained (or massively less trained and experienced people) will do as well as

trained, experienced officers (even though they're far less than perfect)? It's a shit storm waiting to happen. What if there was another guy with a conceal carry permit at the scene of the New York shooting described who decides to act because he doesn't see the cops as being in position. Then he shoots and misses people and the cops may shoot him given the circumstances. It's a mess waiting to happen.
