Correct. Certain systems work better than others.

For instance, radiant baseboard heating is easier to zone than forced air. But cooling units are pretty much exclusively forced air, so to have zones you need that system dampers.
If you don't have zones you can force air where you want by opening and closing various floor and wall vents. Closing vents in unused rooms reduces the load on your systems and improves air flow through the rest of the house.
