I think it's domestic politics. The building is being seized because of the sanctions on Iran that the US has had since the revolution in 1979

which were later expanded as Iran pursued a nuclear program, and as the Revolutionary Guard started to control more of the Iranian economy, including its overseas assets. It's completely unrelated to 9/11.

But, the government "earning" $750M by seizing property could be criticised domestically, and saying it goes to the relatives of terrorism victims mitigates this.
