I have serious doubts as to that being a factor.

If they want PEDs, they'll get PEDs. It doesn't matter what city they are in.
If port city mattered there would be more busts in other port cities, but there aren't. And one of the more noteworthy cases a few years ago was a doctor based in Toronto, which I don't think is what you mean by port city.
