It's not paid. Paid indicates you get money during the time. Your bills aren't being delayed; BoA still expects their mortgages to be paid.

the electric companies still want money.
And that's if Congress does the payment thing which begs the question, why are you shutting down government if you're just going to pay them anyhow in a few days?
