Enacted shortly after it was voted on. Insurance companies have to cover pre-existing conditions, but they can charge more for doing it. Don't know if that changes with the exchanges.

        My understanding is that youcan buy a policy from a state Marketplace anytime the "first" Time. Then the enrollment is a yearly time when you can - Truman Sep 24, 19:01
