If they wait until they're injured they're stuck with the bills because they won't be covered.

Insurance isn't instant. And if they injury leads to a pre-existing condition they'd probably have to pay a lot more. And they're insurance companies...if the injury leads to temporary existing condition they'd probably won't cover it at all.
