My understanding is that youcan buy a policy from a state Marketplace anytime the "first" Time. Then the enrollment is a yearly time when you can

Change plans.
Its the same idea as a lot of businesses. I start in october, i can sign up for insurance in november. But in january everyone in the company can change their enrolled policy to any other offered. The rest of the year they cant change the policy, but they can add people to their policy.
