I knew they were trying to evict them from the hotels but I didn't know that they wanted to move them to the shelters. Yikes!

The shelter systems can be dangerous, it's no where for a family to be and there's a curfew. Seriously, a curfew.
I have a hard time believing that some of these people can't find apartments after a year. Other that owned their own homes should have been able to get the majority of the repair work done in a year or at least made the home liveable while work continued.
