What I think season 4 exemplifies is how Gus Fring is the perfect criminal. He can exist with the parameters of lawful society while simultaneously possessing the ability to overthrow a drug cartel. Fring does not have the hubris that led to Walter White's eventual downfall. Walt needed people to know his name.
