When they passed the law, the Republicans added a "poison pill" that said Congress/their staff had to take Obamacare, too.

It backfired when the Dems said, "Okay!"
But because they provided health insurance, this is basically a cut in benefits and/or salary (just like any company that would end health insurance), so they arranged for subsidies that covered the expense.
