the requirement that they purchase insurance from the xchange in their home state was there from the get go.

The earlier question was over whether or not their insurance would be subsidized by the federal gov't, because the ACA was unclear on that particular point. The administration decided they would continue to get subsidies, which is what the GOP is now trying to take away.
