He figured this provision would get rejected, and he'd have a talking point to bash Democrats with: "Congress hates Obamacare so much they refuse to apply it to themselves!"
OMB said staffers and members of Congress could continue to have their employer keep paying for most of their insurance, and this is what the Republicans are now taking aim at.
