Lots of nitty gritty about what's going on in the gov't, what would happen, what wouldn't happen. Not angry, not soaring either. Plainly reminding Congress what their job is, what they were elected for. Indicating how extraordinarily counterproductive their actions have been. There was a bit where he accused them of doing this all so they could save some face for the impossible campaign promises they made (repealing Obamacare, etc.). Heh.
