You're not getting it. She obviously has no official order to discontinue. She does have a list that works as a written order.

She can only countermand the written order if she thinks it's dangerous, it isn't dangerous. So, she has to proceed with the drug (or whatever it is) unless she has an order to discontinue.

It's not her fault, but she has to follow the order she has unless someone in charge changes that order. It sounds like someone gets written up no matter what and you guys are just covering your ass.
