Not necessarily. Sure, they could have deployed more servers for the initial rush. But will those be needed after the first week?

If not, then it would be wasteful to deploy them. You accept some outage hiccups the first day or two or even week during the 2.5 *month* initial period folks have to sign up for 1/1/14 coverage. OR you waste taxpayer money deploying additional servers that won't be needed after the first few days.

This isn't necessarily a design or planning fail, it could be exactly as planned.
