a. there's some extra expense due to regulations etc but mostly its B. just a lot more expensive for most things in CA, movies went to Canada and else

where years and years ago.
Frankly, the movie biz were pioneers in off shoreing production. the very reason they moved to Hollywood was to escape the heavy rules and regs, and most likely the heavy corruption of mob and unions...the 300 and some days of sunshine was just a bonus
