they need to reorganize college football into a tiered system with promotion/relegation

32 teams in each of 4 tiers, divided into 4 regional 8-team conferences in each tier. top team in each of the lower tiers gets promoted within their region, and also playoff for a championship within their tier. bottom team in each conference gets relegated. top one or two teams in each of the top 4 conferences then playoff for the NCAA championship.
