shouldn't all be in 796. If there are no empty slots next to 796, you'd have to move things *out* of slots to be able to expand. The expense in reclassifying would be enormous.
And all it does is make the numbers look more "fair" or "enlightened" or something. It doesn't really do anything practical, just affects how things look.
(Well, actually, giving sports more numbers at the "ones" level *would* have practical effects because of the size of the collections. Public library collections of foreign non-European literary criticism wouldn't even have that benefit.)
