Just had a quick chat with one of the senior librarians here (our office is located in the Central Library for my City).

When it comes to deciding to add to a specific section, the primary consideration is the number of holds and requests for a book, cd, dvd etc. Some other factors come into play such as author, topic and general popularity. They do measure activity/inactivity but they don't have a hard number in deciding to add or delete subjects or type of resources.

Four times a year is the general number that they look at for circulation number in deciding to keep or discard.
