I figure you are referring to the separate question about approval of the Dems in Congress? In that case, the 'approve is 36 (Q7). GOP Congress gets an 'approve' of 24 (Q6). But the tweeter wasn't referencing those questions, he was referencing Q13 about shutdown blame.
