That's not really accurate. The bill was available before the vote (you can't vote on something that's not written)

It's true that it's a dense law and that the wording may not have been available far in advance, thus making review difficult. But that's only relevant now if the people who voted for it have remorse and want to change it, which they don't. It's the people who voted it against it in the first place who want to repeal it or repeal parts of it. The advance review period (or lack thereof) becomes irrelevant to the current argument as a result.
