Rick is trying NOT to be that guy anymore, because Carl has watched him kill numerous people (including Carl's BFF Sofia) and was turning Carl into a killer.
Now he wants to be a father and a mentor, by doing other things to help the group. Killing the woman would have taken him back to a bad place.
