at that part of the story (especially in the beginning) he's so busy being consumed as a farmer that the zombies just don't register to him anymore...when Hershel had that talk with him about being armed outside it was a step for Rick to coming back to considering them a threat again....
he was just withdrawn from that part of life and when he saw the bleeding eye zombie again later in the episode he saw it for what it is....
