here, if less than 10% of your revenue comes from food, you can apply to be smoking (I think it costs $100). but even bars like the brewery just went

I hate going to the in-laws because our clothes, coats, hair, etc. all stink of smoke afterward

Our country has this (but it's 5%). The next county over (5 minutes from my house) doesn't have it. I hate having to think about it.
