They were inept even in the vacuum of Congress. They kept pushing vote after vote to something that could never happen and failed at the basic concept of governance.
If anything, the momuments closing is the sole handhold the GOP has used to any sort of effectiveness in the past 2 weeks.
Even with 48 hours to go in the game, they wasted about 20 of those hours with a plan that their own leadership COULDN"T GET THE VOTES FOR.
And that's not even talking about Ted Cruz's concept of strategy where he basically forced Boehner to send over a bill that had zero chance of passing...and then, becuase Cruz is an idiot, he had to psuedo-filibuster his OWN REQUESTED BILL so that it wouldn't actually reach the floor where it would be a majority vote to parse the language he liked out. Then he voted to debate the bill he wanted after spending 21 hours frothing about nothing to stall the bill!
Congress is inept, but that's a special kind of lunacy for a 'leader'. Even my Blood Feud trades this year had more logic behind them, and I admittedly couldn't count correctly to *5*.
