That can only be bad. Let's hope that Google/YouTube has enough lobbying money to shut this down. And, if not, let's hope they have good enough lawyers to convince the courts that forcing companies to proactively police content created by its users is unreasonable.
As a simple example: Imagine Bery being liable if someone on ST posted copyrighted work.
