So, honest NFL question posed on Mike/Mike this morning. If the penalty called in the Pats game was for safety, why do we allow it on offense?

Seems like at least once every series there is a runner caught in a scrum and linemen come from all over to smoke the pile to get it to tip over in the right direction.

Why isn't that a penalty every time?
