In all honesty, while I'm not making excuses for it, I think to a degree too much is being made of this. It is so commonplace for these rollouts,

even private companies, to have issues. Look at virtually every online gaming rollout (that beta tests for longer and handles a fraction of the traffic). The iphone 5 maps didn't work. This stuff always happens and it takes time to sort out real world usage. But it gets sorted out. If when it gets to be time to meet the mandate they are still having these issues, then we should delay the mandate for a short period, but there's still plenty of time for this to get sorted out.
