Here's what I don't get though...why wouldn't the kid have dropped the gun when told to by cops?

I mean, what sense does that make? And did he make some sort of aggressive move at them? Did he actually point the gun at them?

They don't even have to be fluent...but you would think every cop in that neighborhood would be able to say certain things in Spanish.
