And more seriously, not really. In the 1860s, the US sent warships to Japan to force them to open trade.

And Japan was a rising power in the 20s and 30s, invading China, committing atrocities, threatening American power in the Pacific and infuenced by fascism. The possibility for future conflict between America and Japan was obvious.
It's a cost of espionage that it can potentially damage relationships, especially where there's a perception of abuse of power. And when power is being used against you, of course you perceive it as an abuse.
