Eh. IMO they knew that there was a substantial turnover in plans and terms, and they set rules that allowed for people to keep grandfathered plans.

If people can't meet the criteria, they can't meet the criteria. There are plenty of choices out there for people to find something comparable (or better if necessary to have a minimum standard plan). Was it somewhat disingenuous, probably, but in the grand scheme of things this is a blip. Let's worry about the big picture and then we can fine tune the minutiae.
