That's not really what it says.

It pretty much lays out that insurance companies and people who buy on the individual market have preferred to have one year agreements for a long time. Those agreements are now up, can't be grandfathered, and are in violation of the ACA.

In the past, they were able to buy the same plan year after year, but now they can't.
