I think it's Carol's descent(?) into Vulcanism. She's doing what she thinks is logical (and she's mostly right).
The water thing might be a swerve, or it might just be trying to get across how important water is and how difficult drinkable water is to come by. Also, with that in mind, the lack of water might make some people miss the Governor. He kept the bad things hidden from them, they only saw the good, and they had hot showers.
The woman in the woods was played by Carey Mulligan from Rome (and the Jet Li movie Unleashed). I didn't recognize her.
