It wouldn't prohibit it, it would just make it a lot more difficult.

Just look at the issues that states already have problems cooperating on where they have competing interests. Water is a good example.

And big empty states like Montana or Nevada would face greater costs and have less ability to fund them.

Also, remember that a big reason the national highway system was set up was for defense reasons.

All of that means that the federal government is always going to play a role.
