Change from ineffectual leadership and partisan conflict, as you say. But it also meant...

Change from Bush

Change from getting involved in pointless wars

Change from hack insiders getting important jobs

Change from the things that led to the financial crisis

I agree that a lot of people projected their own beliefs onto Obama. But I also think that he and his people recognised this, and played into it. "Change" was a message designed to appeal to populist instincts and remind people that they weren't happy with the status quo
