Had they covered them in the ACA, the price tag was going to be higher. They made a gamble and lost.

You also have to think about the fact that legislatures have had to cut and cut at their budgets the past five years. Relying on them to sign up for new entitlements when Medicaid is already draining their budgets wasn't that smart of a plan. The Federal money isn't there forever.
