If you didn't have two biig bills back to back it could have been the opposite issue.

Sometimes they'll go a few bills with just an estimate and they'll underestimate badly and you'll get a big bill when they go back and actually read it because you're really paying for water you used in the quarters that they estimated it. Since you've had two high quarters though I don't think that's the issue.
