Yeah that's helpful. I thought the NBC news first read was interesting in that they actually thought in the long run it might relieve some pressure on moderate republicans. Now they can vote against a candidate without actually blocking the candidate. They won't be scored lower for not having voted for cloture. I'm sure it will lead to retaliation if the republicans get the chance though.
