He represents the "common touch"....I don't agree with it but I understand it....

There is still a large divide between Toronto Core and Toronto Suburbs. David Miller was a viewed as a free spending environmentalist only out to help his friends (or thats how some people saw that). Rob Ford for all of his stupidity and faults represents the opposite of that and more people feel they would sit down with Rob Ford for a drink than they would David Miller.

Same type of reason that George Bush "won" against Al Gore in 2000.
