there was some play-calling that suggested he just wasn't confident throwing down field.

It may have been a combo of the weather and whatever defensive scheme Belichick had come up with. Defensively, the Pats were fine with ceding the run to Moreno. They just decided it wasn't going to be Peyton who beat them I guess. (Not that they didn't shoot themselves in the foot repeatedly for 30 minutes.)
