It was from an email ad that I got her to forward to me. It says:

Get a Samsung Galaxy Tab® 3 7.0 free with 2-year activation with the combined purchase and 2-year activation of a Samsung Galaxy S® 4 or Note® 3 for AT&T. Products must be purchased on same receipt to receive savings. Markdowns taken from regular prices. Valid 12/8/13 . Offer valid in store only. Not compatible with any other offer. Offer valid only for AT&T. Offer excludes no-contract devices, special order, clearance, demo and open-box items.

My guess is they are out of luck because they did not purchase both items. They assumed they would get a free tablet, but didn't bother to pick one up and take it to the checkout with them.

Of course, the store is saying they never had any, so that may be why, but the buyer has some obligation to at least ask for it.
