YDC, but I'm trying to figure out how 17 books go missing while in transit from a branch to Central. Pretty much has to be a staff member theft.

It's possible for them to retain the "in transit" status if they're not checked in properly, but then I'd find them on the shelf.
It's possible for them to be not checked in properly *and* grossly misshelved, but it doesn't seem that likely.
Customers don't have access to books while they're in transit, so if it's theft, it's a staff member.
